Does EUDR Apply to Bamboo Products?
As the European Union prepares for the application of the EU Deforestation Regulation (EUDR), European buyers are paying closer attention to the origin and material composition of products entering the EU market.
For companies sourcing bamboo furniture, doors, interior products and other bamboo-based solutions, one common question is:
Does EUDR apply to bamboo products?
The answer depends on the actual material composition and product classification.
What Is the EU Deforestation Regulation?
The EU Deforestation Regulation (EUDR), Regulation (EU) 2023/1115, aims to ensure that certain products placed on the EU market or exported from the EU do not contribute to deforestation or forest degradation.
The regulation covers seven relevant commodities:
· Cattle
· Cocoa
· Coffee
· Oil palm
· Rubber
· Soy
· Wood
It also covers certain products derived from these commodities.
For products covered by EUDR, businesses may need to demonstrate that the products are deforestation-free and comply with relevant legislation in the country of production.
Does EUDR Apply to Bamboo?
Bamboo itself is not one of the seven relevant commodities covered by EUDR.
The latest update to Annex I also clarifies that products made from bamboo, rattan and certain other woody materials are not considered relevant wood products simply because they fall within a product category that may also contain wood.
Therefore, a product should not automatically be treated as an EUDR-regulated wood product simply because it is a piece of furniture, a door or an interior product.
The actual material used in the product is important.
For example, a table manufactured entirely from bamboo should not automatically be treated in the same way as a comparable table manufactured from oak or another relevant wood commodity.
What About Bamboo Furniture and Interior Products?
Bamboo products can include:
· Bamboo tables and chairs
· Bamboo cabinets and storage
· Bamboo beds and sofas
· Bamboo doors
· Bamboo screens
· Bamboo interior productsFor these products, buyers should review the actual material composition rather than relying only on the product name.
A practical review can include:
1. What is the main material?
2. Does the product contain relevant wood?
3. Does it contain plywood, MDF or other wood-based components?
4. What is the applicable CN code?
5. Does the product fall within the relevant product categories under EUDR?
This is particularly important for products combining bamboo with other materials.
Bamboo Does Not Automatically Mean "EUDR Exempt"
It is important not to oversimplify the regulation.
Suppliers should avoid making a blanket statement such as:
"All bamboo products are exempt from EUDR."
Instead, EUDR applicability should be assessed according to the specific product, material composition and applicable classification.
For example, a product marketed as a "bamboo cabinet" may contain bamboo together with solid wood, plywood, MDF or other components. These materials should be identified before making a regulatory assessment.
What Should European Buyers Ask a Bamboo Supplier?
When sourcing bamboo products, European buyers may wish to request:
· Material composition — What materials are used in the product?
· Wood content — Does the product contain relevant wood or wood-based components?
· Product classification — What is the applicable CN code?
· Product specifications — What are the dimensions, materials and construction details?
· Supporting documentation — What information can the supplier provide for compliance assessment?
Clear material information helps buyers determine whether additional regulatory requirements apply to a particular product.
EUDR Application Timeline
The European Commission has updated the EUDR implementation timeline.
The regulation will apply from:
30 December 2026 — for large and medium-sized operators, as well as certain micro and small operators already covered by the EU Timber Regulation.
30 June 2027 — for other micro and small operators.
As the EU continues to update its guidance and implementation tools, businesses should refer to the latest official requirements when assessing specific products or shipments.
